4: FLO: ch2, DC around; join in back loop
5: BLO: ch2, DC around; join in front loop

Pull tail through the center for the stem. Sew onto the top of the hat.
Sprinkles
I made the sprinkles by taking small strands of yarn, threading them through the hat and tying a knot inside.
